BERLIN -(Dow Jones)- German Chancellor Angela Merkel demanded Tuesday that Libya's government end the violence against protesters there.

If the violence doesn't stop, Germany will push for all possible measures, including sanctions, Merkel said. She was speaking after a meeting with Greek Prime Minister George Papandreou.

She said a speech by Libyan leader Moammar Gadhafi earlier Tuesday noon was "very scary," as he almost "declared war on his own population."
