Eurogroup President Jean-Claude Juncker said on Germany's ZDF television Monday that he told French president-elect Francois Hollande the European Union's fiscal compact can't be renegotiated, Reuters reported.

Juncker, who is also Luxembourg's prime minister, said "it will not be possible to change the substance of the fiscal pact, there will not be a formal new negotiation in that respect," Reuters reported.

He said that "it is possible to add growth elements, not necessarily in the form of a treaty," Reuters reported.
